On 2 October 2020, the Department of Transport published new draft regulations to accompany the AARTO Amendment Act. The amendments appeared in 495 pages printed in the government gazette. In its memoranda, it is stated that the AARTO Act will commence nationally on 1 July 2021.

On 11 October 2019, draft AARTO regulations to accompany the AARTO Amendment Act were published for public comment. The Minister of Transport then announced that the AARTO Amendment Act would commence on 1 June 2020, but this was not published in the government gazette and did not materialise.

The AARTO Amendment Bill was assented to and signed into law by President Cyril Ramaphosa. It is now called the AARTO Amendment Act, 2019 and will commence on a date to be published in the government gazette.
